Federal Iraq
- Vehicle standards: the Ministry of Planning said standards for imported vehicles from 2025 models onward would apply from the start of 2026 (COSQC, Cabinet Economic Council decision). Electric and hybrid vehicles were excluded for now.
- Customs: a 15% customs tax on 2025-model-year and newer cars was being enforced as of February 2026.
- Age limits: in September 2025 the government announced a plan that may set age limits on imports; the plan was not reported as adopted at that time.
Kurdistan Region (KRG) — 2026 rules
- Burnt, flood-damaged and right-hand-drive cars are banned.
- Cars must meet safety requirements including a Certificate of Conformity.
- Hybrid and electric vehicles are exempt from customs duties.
Why hybrids are worth a look
With customs exemptions for hybrids in the Kurdistan Region, a hybrid can make sense for KRG buyers. Check standards first.
